I believe this is mingw bug - it has umask declared in io.h. Here is a quote
from io.h file:

/* Should umask be in sys/stat.h and/or sys/types.h instead? */

So it looks like it is a known issue. Perhaps this is fixed in latest mingw, I
did not check.

Does this issue happens under cygwin?

I don't quite understand what's the problem here, but Salvatore, could you 
maybe find out and possibly close the bug? I'm putting it on 2.3 target for 
now. It might be enough to just close it, if it's harmless. Or if it's 
indicative of a problem with our filesystem access, that might need fixing...

mornfall, I don't understand why you assigned this to me, it must be a mistake.
I'm not involved with darcs development and I don't remember this bug either.
Bouncing back to you so you can assign to the proper person.

GHC 6.10 ignores .h files altogether (no warnings), and this bug is harmless on 
GHC 6.8 and 6.6.
I'm marking it as wont-fix.
