As reported by zooko, autoconf on windows checks for an installed gcc and aborts if none is found.
This is not necessary because we use ghc's version of gcc.
I wouldn't spend any time on this, as we are working on removing autoconf
altogether in favour of cabal, which doesn't have this issue. Marking as
deferred.
