That the Windows darcs prints 'FLE Standard Time' instead of EET or
something more compact and standard, breaks many tools, including 
those for converting to another VCS (with better cygwin support).

Oddly enough setting the TZ environment variable in cygwin alters
darcs output -- although the non-cygwin darcs shouldn't even see 
the variable FAIK -- but does not result in the expected output.

It sounds like a fix for this would involve just looking into the Haskell
libraries that output dates, and passing them some sort of constraint or
another.  I forget which libraries exactly.

Another thought is that this may be obsoleted if somebody goes ahead and
implements issue140

I'm going to mark this need-volunteer.  Somebody could fix this if they want, or
maybe just do issue140

Marking wont-fix as issue140 will cover this need just fine.
