I think most users want darcs-the-program and do not care about darcs-the-library. Provide a way to avoid compiling and installing the library, e.g. via a flag -f-library. Something similar is done for the unit tests and witness targets.

I don't actually have any objections, but I think wait-for-Cabal-1.8 is the best solution
