Mercurial has a way for users to discover each other and do ad-hoc patch sharing
on LANs.  As I understand it, their implementation uses bonjour and a builtin
tiny webserver.  We don't necessarily need to use bonjour and webserver, but
darcs should consider having a mechanism for this sort of peer to peer patch
sharing.  This would be a particularly good selling point for people at code
sprints and hackathons where infrastructure tends to be ad-hoc.

Marking the initial status to "waiting-for" as we need a volunteer to take this
high level spec to a more concrete spec and begin the implementation.
