I could not reproduce this, but I swear it happened to me in one of my 
repos with HEAD after 2.5 and prior to Darcs 2.8

Basic pattern is

 rm -rf someDirectory
 darcs record someDirectory
 [complaint that the directory does not exist]

We're waiting on somebody who can make this sort of thing happen again

BTW, I'm pretty sure the message you get is the same as when you record 
a non-existing file:

WARNING: File 'x' does not exist!
Recording changes in "x":


darcs failed:  None of the files you specified exist!
