darcs.cgi should support changes --matches/--patches for Real Cool RT integration

Some darcs developers are adopting the standard of including the unique
RT ticket number in the patch names, such as "RT#123".

It would be a Real Cool feature if we could make a tiny modification to
RT to add a new link to bug detail pages:

"List all related darcs patches".

(I think I could help with that part).

To support this, "darcs.cgi" needs to be updated to support building a
page that is equivalent to "darcs changes -p 'RT#253'".

For now, it would be sufficient if this existed only in such a way that
it could be linked to.

Later, a web form could be added to darcs.cgi that would all you enter a
search term for 'changes'.

This might still be relevant for Roundup.

Assigned to wglozer because he was the owner of the corresponding RT ticket.

I have now sent a patch to modify darcs.cgi to accept a "patches" argument, and
I have further patched our Roundup bug tracker to make use of this feature. 

Immediately you'll see links on the bottom of bug pages to "browse related
patches". Once the darcs.cgi patch is applied, these will start working. 

I'm attaching the patch I made to RoundUp in case other RoundUp users want to
use it as a model. 

Integrating Darcs with other bug trackers this way should be fairly trivial.
(Essentially a one-line patch to an HTML template)

This feature could stand to be better documented/promoted beyond this ticket.
