add an --author option to amend-record allowing the author to be changed.

I have two use cases that required this.

1.  I had to amend a record for a branched repo and make not too insignificant
changes for it to compile within the main branch.  The origional patch was not
created by myself, yet significant parts within the amended patch were added by
me.  Ideally I would have liked to change the author to be dual authored by the
origional developer, and by myself.

2. I have had a once off  3rd party contributer send in two patches.  I applied
them to the main live repository and a while after received a request from the
patch author for me to remove his email from live view due to his fear of spam.
 I was in the end forced to unrecord and rerecord each in turn. << darcs issue
#62 or similar would have been useful to me >>

Having a simple ' amend-record --author="new author" ' would have saved me a
quite a bit of effort for (2) and would have marked (1) much more accurately.

This isn't a bad idea.
