As suggested by Don.  Deferring this until issue770 is fixed (or worked around).

Issue770 is now resolved, so we can re-open this bug.

I think the best approach here is just to write a patch and send it to the list.  

This will likely trigger a lengthy UI debate (darcs users care deeply about
their UI, which is good), so to make sure the debate is productive, you are
strongly advised to do the following research and report your results with your
patch bundle description:

1. A review of what we are automatically sending to the pager/when (is it just
darcs help output?)
2. Links to previous discussions on enabling the pager.
