Issue	Issue687 don't clean out pristine cache except when optimizing.

I tried "get'ing" the provided repo and re-getting it locally, as well running
"darcs check" on it. I don't trigger any error with Darcs 2 built 2008-02-15. 

I'm giving this bug the "Windows" keyword since that's the only platform the bug
has been triggered on at this point. Perhaps if you tried again on a unix
platform you'd get a different result.
