Issue	Issue709 setpref boringfile foo => darcs thinks foo is removed

The test is bugs/pending-look-for-adds.sh

And I would like to add that this bug is not directly related to setpref but
more to having a certain thing in pending and using look-for-adds.

Moreover this is a regression from darcs1.

I'm not competent on this part of the code :(
