Issue	Issue834 windows executable doesn't come with libcurl functionality

Ok, now with libcurl built from source, I now have a windows darcs with libcurl
(even --with-static-libs, pending a minor Makefile patch)... so I know it's
possible in practice.

I guess the only thing this is blocking on is the OpenSSL license exception, but
I'll let zooko try it with --gnutls)
