It tested this with all 4 combinations of (network up/down, sshd up/down). I got occasional failures (connect timeouts) with network/lazy-clone.sh (with both sshd and network up). To answer your question, I'm fond of cloning a big repo like darcs.net in a test since it's a slow operation in any case.
