I don't have a fix for the test problems yet, but this is a fairly minimal build fix that should form a baseline for making further progress. Attachments windows-build-fix-for-darcs_utils_encoding.dpatch

I cannot test if it compiles under Windows, but it still does under Linux and the patch looks sane, so I'm accepting it.
