self-accepting this in order to make progress towards releasing 2.18 It reflects the reality that darcs is at least a bit broken with directory 1.3.8.0, and unblocks accepting a patch to support unix 2.8 (since directory 1.3.8.0 depends on unix>=2.8, previously that constraint was protecting us.)
