Try 2 (I'd forgotten a detail)

The main purpose of this patch is to test the interaction:
 * new patches should be CC'ed to darcs-users
 * darcs-users should not be made nosy ever
   (note that this affects issues too)
 * replies to the ticket also get CC'ed to darcs-users

Cool, I'd to try three more tests (please bear with me).

First: replying to both the ticket and darcs-users should
not result in a duplicate message [hard to tell]

Second: later on, replying to *just* the ticket should still
result in a copy to darcs-users

Third: more hacking later, messages from darcswatch should
NOT go to darcs-users

First test passes.

Now I'm replying to only the ticket.  Darcs-users should still
see this.

Sorry to subject you folks to this.  I'd already done a trial
with darcs-devel and BCC so I'm confident that I will only be
generating a limited amount of noise.

If this works, on to my third test!
