(This is a test patch, but I'm expecting that mailing lists do not
received this message because I've already taken the trouble to
implement an anti-test-spam mechanism and I'd tested it out on issues...
hopefully it generalises to patches as well).

(Detector is set to pretend kowey is darcswatch for now)

Test 1: if the new status is not needs-review, then the change should be
accepted

Test 2: if the old status is needs-screening, then I can set it to
needs-review if I want

Test 3: if "darcswatch" (right now w hard-coding so that darcswatch ==
kowey) tries to set the status to needs-review, but  it's not
needs-screening anymore, then this should be rejected

[this worked - when the status was needs-review, it actually complained
"Edit Error: Sorry! darcswatch is only allowed to set status to
needs-review if the status is still needs-screening, but it's been
beaten to the punch"]

Ignore this message.

Just making absolutely sure the anti-test-spam measure is working, this
time on patches -- I appear to have managed to disable test spam, so now
this is a test that commenting the setting back out resumes messages
being sent to darcs-users.
