Hi,
darcs get and darcs pull and darcs push work, but darcs send gives
permission denied error under vista.

Can you give us some more information about this? What version of darcs? What
is the exact error message? Maybe an example transcript? Thanks!

Windows Vista isn't very happy to write outside user "home directory". It happens
with a lot of command line executables (e.g. cabal).
I tried darcs send with darcs 2.1 inside my home directory in Vista, and it works.
I think we should mark this bug as "wont-fix".

Marking wont-fix on Salvatore's recommendation.
It'd be great if there was some kind of workaround, or a set of instructions to
make Windows Vista happier to write outside of certain directories not in home.
