not listed under the "Environment variables" section.

I wonder if it might not be a better idea to make the
Configuring Darcs chapter more usage oriented. The grouping
of all environment variables in one section is not really
helpful, because the user must 1) know the wanted change is
done with an environment variable, 2) browse on average half
that section taking guesses at what environment variable
names might be heading promising paragraphs.

Yes, that does sound like a good idea, although I think it would be good
also somewhere to have a listing of all environment variables darcs pays
attention to (perhaps with links to relevant sections?), since that can be
helpful in debugging why darcs behaves as it does in a particular situation.

The original issue was fixed a long time ago in

* document environment variables for controling color and escaping
Also, I think my patch does the jobs of splitting the env variable stuff into
thematic sections and providing a quick-glance table. So it's probably fixed
